Rukutana sex affair lands Judge in trouble

Constitutional Court Judge is in trouble after she allegedly sired children with the Deputy Attorney General, Mwesigwa Rukutana and General Duties Minister in the office of the Prime Minister, Hilary Obaloker Onek.

Lady Justice Elizabeth Musoke one of the 13 Justices of the Court of Appeal of Uganda that is headed by the Hon. Deputy Chief Justice Alfonse Owiny-Dollo has been asked to withdraw from hearing the case due to conflict of interest.

In a document dated March 28, 2018, the petitioner in constitutional petition number 49 of 2017 Male H, Mabirizi K. Kiwanuka Vs Attorney General of Uganda has objected the sitting in a case in which Justice Musoke is involved arguing that she will be involved in her own case.

Justice Musoke had been consolidated together with four other judges in a matter coming up for hearing at Mbale on April 9, 2018.

In an objection letter, the petitioner states; “My lord, I have cogent information that; you sired a child with Hon. Mwesigwa Rukutana, the current Deputy Attorney General and who is heading the respondent’s legal team.”

Adding that she also sired two children with Hon. Hilary Onek who voted ‘Yes’ in favor of Constitutional Amendment Bill number 2 of 2017, which cabinet had agreed to support.

“With the above, it is clear that when you decide to preside over the petition, you will be receiving submissions from the father of your child and at the same time you will be hearing a case in which another father of your two children, Hon. Hilary Onek, is highly interested in, having voted in support,” the petitioner said.

Last week, the Judiciary in a surprise announced that the five age limit constitutional petitions that had been consolidated into one, and would be heard from the far eastern town of Mbale starting April 4 in a marathon style.

The five petitions were filed early this year following the amendment of the Constitution to scrap Article 102(b) that had previously barred all Ugandan citizens aged below 35 and above 75 from contesting for presidency.

Some of these petitioners include; Uganda Law Society (ULS), six opposition MPs led by leader of opposition in Parliament Kiiza, city lawyer, Male Mabirizi, former presidential candidate, Abed Bwanika and a concerned citizen from Western Uganda, Prosper Busingye.

About Hon. Rukutana’s sex life
There is no confirmed number of children fathered by one of the country’s longest serving legislator or even the number of women has married.

Media reports however reveal that he has about 12 official wives and countless concubines. What is unclear is whether Justice Musoke is counted or not.

Rukutana is loved and cherished by the people of Rushenyi County in Ntungamo District whom he has represented in the Parliament of Uganda since 2001.

The 59-year-old legislator has served as the Registrar of Titles, in the Ministry of Lands, and as a Lecturer in Law at the Law Development Center, in Kampala.

In 1994, he was elected as a Delegate to the Constituent Assembly that drafted the 1995 Ugandan Constitution, serving in that capacity until 1995.
