President Yoweri Museveni has directed the reappointment of Prof. Waswa Balunywa, as the next Principal of Makerere University Business School following the expiry of his contract.
In a letter dated May 28, the president directed his wife, who is also the Minister of Education and Sports to appoint Prof. Balunywa arguing that he has always been an active administrator.
“I am writing to direct you to re-appoint Prof. Wasswa Balunywa as the Principal of Makerere University Business School (MUBS) for another term on the expiry of this one,” President Museveni stated.
Adding that; “One of the obstacles that have wasted our time is a disoriented, pro-imperialism academia. Prof. Balunywa has always been on the liberation side ideology.”
Museveni insists that with Prof. Balunywa at the helm of MUBS, the institution has been free of strikes, hence commendable for the reappointment.
This is President Museveni’s second letter appointing Prof. Balunywa as the principal. Museveni had in a previous appointment described Prof. Balunywa as a “serious implementer of programmes and a patriotic educationist.”
The president issued the first letter on April 29 endorsing Prof. Balunywa’s appointment, following a recommendation by Prof. Venansius Baryamureeba, the institution’s Council Chairperson.
The President’s letter however waters down the decision by the school’s Governing Council Made at an emergency session on Monday which appointed Prof. Moses Muhwezi to act the same position.
Prof. Muhwezi was to act in the same position until the Education Service Commission appoints a substantive Principal for MUBS.
His appointment however has previously been opposed by the Governing Council Chairperson, Prof. Venansius Baryamureeba, citing that he was already past age which is legal requirement.
Section 12 of the Pension Act Cap 286, requires that a principal of a public tertiary institution should be below the age of sixty years.
In a statement released last week, Prof. Baryamureeba indicated that; “Prof. Waswa Balunywa does not meet the eligibility criteria for re-appointment as a Principal of public tertiary institution since he was born on 3rd December 1955 and is already above the mandatory retirement age of 60.”
MUBS is a business school deemed to have been affiliated to Makerere University and assumed the status of an affiliated Public Tertiary Institute under the Universities and Other Tertiary Institutions Act.
